Higher ed contracts to governor's desk

The UMass contracts were enacted by the House and Senate on April 12 with an emergency preamble added.

The supplemental budget will now be sent to Governor Romney's desk. He will have 10 days to decide whether to sign or veto any line items in the supplemental.

There is no indication that he will veto any of the contracts.
