Call on Gov. Healey to Say NO to Trump's Federal Voucher Scheme

The Massachusetts Teachers Association is urging Gov. Maura Healey to reject President Donald Trump’s federal school voucher plan, which threatens to undermine public education in Massachusetts and across the United States. The proposal, which Massachusetts would need to opt into, comes directly from the Project 2025 playbook. It is designed to accelerate school privatization and destabilize the public education system, which is already facing a severe fiscal crisis.

Trump’s voucher program was signed into law in July 2025 as part of a budget reconciliation bill. It provides a one-to-one tax credit that allows families to donate up to $1,700 to scholarship-granting organizations and then reclaim that amount through a tax credit. The organizations may use up to 10% of donations for administrative costs and provide the remainder as vouchers to eligible students. The income thresholds under Trump’s plan mean most families qualify for the school voucher program, which can then be used to pay private school tuition.

Follow the Research: Vouchers Hurt Public Schools and Students

Public schools in voucher-implementing states have seen a significant decrease in state funding, sometimes by as much as 12%.
School voucher programs do not improve students' educational outcomes. Studies of academic outcomes for students using vouchers have found either no significant change in student test scores or that students perform worse than similar peers in public schools.
Voucher programs worsen school segregation and disproportionately harm students of color, low-income students and students with high needs.
