State Budget News

Fair Share Supplemental Budget

On June 12, the governor signed a supplemental budget that included funding from Fair Share surplus income from FY25 and other sources. In many cases, the budget-funded line items will also be funded in the FY27 state budget, so we won’t really know the full funding levels until there is a final budget for the upcoming fiscal year.

Here are some noteworthy items from the supplemental budget:

  • $10.1 million in funding for the Tomorrow’s Teachers Scholarship Program and an educator loan forgiveness program, both of which the MTA fought to create to strengthen and diversify the educator workforce. 
  • Funding for the Special Education Circuit Breaker, Regional School Transportation, and Rural School Aid. While these items total $163 million, we won’t know how much of that is a real increase until we see the final state budget. 
  • Regionalization and Shared Services Grants are funded at $16.5 million. 
  • The release of funds for collective bargaining agreements for MTA higher education locals, the Professional Staff Union and the Massachusetts State College Association, was finalized and authorized.

We will provide analysis for the FY27 state budget after the conference committee reconciles the House and Senate versions and makes its report.
